Art27Arendal takes its name from Article 27 of the Universal Declaration of Human Rights, which states:
Everyone has the right to participate freely in the cultural life of society, to enjoy art and to share in scientific progress and its benefits.
Everyone has the right to the protection of the spiritual and material interests resulting from any scientific, literary or artistic work that they have created.
This fundamental principle underscores the initiative’s commitment to ensuring cultural accessibility, artistic rights, and creative expression for all.
1. Background and Context
1.1. Arendal's Evolving Cultural Landscape
Arendal, like many other communities in Norway, is experiencing rapid internationalization. Traditionally, its cultural sector has been centered around Norwegian language and heritage. At Arendalsuka 2022, the Norwegian Freedom of Expression Commission released a report emphasizing the significance of international collaboration in promoting freedom of expression and cultural rights. In response to this national directive, Mimeta launched Art27Arendal—an initiative aimed at translating these broad goals into meaningful local actions.
